Minutes of the Parish Council Meeting held on Monday 5th September 2022 at St. Peter’s Church, Louth Road, South Somercotes

Item 0922/102   Chairman’s Welcome 

The Chairman opened the meeting at 6.25pm and welcomed everyone to the monthly meeting. 

Item 0922/103 Public Forum

No Members of the Public were in Attendance and no Matters Raised under this Item.

Item 0922/104 Apologies & Acceptance for Absence

Apologies were received & accepted from County & District Cllr Mr Daniel McNally, District Cllr Mr Paul Rickett and Community Beat Manager Holly Loyd.

Item 0922/105 Police Matters   

Apologies had been received from Community Beat Manager Holly Loyd from the Neighbourhood Policing Team. Holly had looked into the crime figures for South Somercotes. In the last six months there has been four crimes reported. One report of criminal damage, 2 x thefts and a malicious communications incident. The Neighbourhood Policing Team are aware of the Somercotes Fete and aim to call in if possible.

Item 0922/106 District & County Councillor Updates

Apologies had been received. District Cllr Mr Rickett had asked that the Parish be informed that the Bus Service has been re-instated from Saltfleet to Grimsby. After initially cancelled, complaints had been raised and now the service has been reinstated with a renewed contract for two years.

Item 0922/107 Declarations of Pecuniary Interest in accordance with LGA 2011

None.

Item 0922/108 To Resolve as Minutes the record of the meeting held on the 4th July 2022

It was proposed by the Vice-Chair Cllr Mrs Day, seconded by the Cllr Mrs Benton and resolved that the Minutes of the meeting held on the 4th July 2022 were a true record. The Chairman duly signed & dated the Minutes.

Item 0922/109 Chairman’s Report

The Chairman had no specific matters to report.

Item 0922/110 Clerks Report

BT Kiosk – Awaiting update from Northern PowerGrid.

Cllr Mrs Poulter raised the idea on stalling a power socket in the Kiosk for the use when fetes are held on the Jubilee Field. It was felt that this was a good idea and would be arranged once the power has been turned on to the Kiosk.

No specific items raised.

Item 0922/112 Financial Matters 

Cheque Book has been received for the main account and the outstanding invoices have been paid. To The Tree Guy for Grass-cutting Services, MLD D.Ireland for grass-cutting services to St. Peters Church £552.80, PAYE and Re-imbursement of Bouncy Castle Hire for Fete £80, Purchase of new marquee for Jubilee Field £309.98, Storage Bags for Marquee £70.97 Storm Ties for Marquees £151.96 and Grass-Cutting of Jubilee Field £60.00. Previously approved.

Item 0922/113 Planning Matters

Update on Planning Application for Church Farm: Awaiting Planning Officer.

Item 0922/114 Highway/Lighting/Footpath Matters

The footpath on Town Street near to the corner of East Row along with the footpath on East Row remain outstanding. County Cllr Mr McNally has been chasing the repairs and has taken new photos.

The safety rails have been repaired at Billingsgate and Cloddygate junctions. However, the dip turning out from the junction on Billingsgate is very prominent and is a concern.

It was noted that there is a member of the public that is walking late at night along Louth Road, concerns were raised to their safety from passing traffic as they are not visible until the last minute. Welfare concerns could be raised with the local policing team if felt needed. It was decided that no action would be taken at this moment.

The hedge on the bends alongside the property known as the Old Anchor have been trimmed back but it was felt that it could be trimmed back more away from the footpath.

A Dog Waste Bin Application has been sent to ELDC requesting a further bin to be located at the end of East Row. 

Item 0922/115 Jubilee Field & St. Peters ChurchThe Jubilee Field continues to be cut and is looking good. Unfortunately, a last cut before the Fete is not possible as the mower is broken. St. Peters Church needs to be cut, the Vice-Chair Cllr Mrs Day will liaise with Daniel Ireland.

The lights that are out inside of St. Peters Church have been mentioned to one of the Church Wardens. There has been a change to the CCT representative, details have not been received.

Somercotes Fete – Saturday 10th September 2022 on the Jubilee Field from 2pm

Final arrangements of the Fete will be discussed after this meeting.

Item 0922/116 Reports from Outside Bodies

It was disappointing that the Communication had excluded the last part of the entry: ‘Scarecrow Competition & Scavenger Hunt – The Village Scarecrows are back!! No theme, let your imagination run wild and place your Scarecrow out for judging before Saturday 10th September 2022.’

There will also be a scavenger hunt for Scarecrows around South Somercotes, Please look out & collect them from the morning of the Fete being held on 10th September 2022 and return them to the Fete to enter a prize draw’

Details of the Scarecrow Competition and Scavenger Hunt have been advertised on the South Somercotes Facebook page and some posters have been displayed, given and delivered to residents.

Cllr Mrs Benton advised that after this coming Fete she will be retiring from the Committee.

Cllrs Mrs Jackson asked that an entry be made to the Communication for Remembrance Sunday which will be held on Sunday 13th November 2022 and Refreshments will be available.

Item 0922/117 Next Meeting – Monday 3rd October 2022

The Parish Council Resolved the next monthly Parish Council Meeting will be held on Monday 3rd  October 2022, commencing at 6:30pm with the Public Forum. 

With there being no further business, the Chairman closed the meeting at 7pm.
