Minutes of the Parish Council Meeting held on Tuesday 5th April 2022 at St. Peter’s Church, Louth Road, South Somercotes

Item 0422/33   Chairman’s Welcome 

The Chairman opened the meeting at 6.28pm and welcomed everyone to the monthly meeting. 

Item 0422/34 Public Forum

No Members of the Public were in Attendance and no Matters Raised under this Item.

Item 0422/35 Apologies & Acceptance for Absence

Apologies were received & accepted from District Cllr Mr Paul Rickett.

Item 0422/36 Police Matters   

No members of the Neighbourhood Policing Team were in attendance and no update had been received. No matters were raised. 

Item 0422/37 District & County Councillor Updates

District & County Cllr Mr McNally reported: Ukrainian Settlement Programme – 200 in the Lincolnshire area dependant on details and associated checks. “Lucy” the Dragon – Lincoln Castle. Ex-Medical Equipment – Amnesty Collection of medical equipment no longer needed which can be recycled at Lincoln Recycling centre where there is an allocated NHS container. The equipment will be cleaned and re-used with a hopeful rollout across Lincolnshire. Active Travel Scheme, Louth – Centre of Louth pedestrianised on an 18mth trial period. Cornmarket Disabled Parking Area has changed. Easter Holiday Activities – Scheme through LCC which is free of charge for eligible children who currently receive free school meals. Grimoldby School are hosting activities throughout the Easter holiday period. See website for further details and how to apply for a place. Trading Standards – An illegal tobacco haul from the Boston/Spalding area. Fire Service Recruitment – Volunteer basis, hosting a “Have a Go Day” at Waddington. ELDC Tedder Hall Site – Up for Sale.

District & County Cllr Mr McNally then left the meeting at 6:42pm.

Item 0422/38 Declarations of Pecuniary Interest in accordance with LGA 2011

None.

Item 0422/39 To Resolve as Minutes the record of the meeting held on 1st March 2022

It was proposed by the Vice-Chair, Cllr Mrs Day, seconded by Cllr Mrs Benton and resolved that the Minutes of the meeting held on the 1st March 2022 were a true record. The Chairman duly signed & dated the Minutes.

Item 0422/40 Chairman’s Report

The Chairman had no specific report to make under this item.

Item 0422/41 Clerks Report

BT Kiosk – Northern PowerGrid have advised that the application would need to be re-submitted as the defibrillator would need a metered connection as it does not meet the criteria under the Unmetered Supply Regulations 2001. A new application will be submitted with the additional information requested from Northern PowerGrid.

Parish Clerk Resignation – The Parish Clerk explained the reasons for the resignation which was accepted by the Parish Council. The Parish Clerk agreed to continue until a replacement Clerk could be sourced or until the local elections to be held in 2022.

Item 0422/45 Highway/Lighting/Footpath Matters

The metal railings at Billingsgate/Cloddygate Junction have yet to be repaired. Cllr Mr McNally has chased the works needed and advised that the repairs will be carried out shortly.

Item 0422/46 Jubilee Field & St. Peters Church

The Chairman will clarify with Mr S Bromfield ownership of the Jubilee Field if the Parish Council were to dissolve. The Jubilee Field was gifted to the Parish of South Somercotes but has not been legally transferred to the Parish Council.

It would be requested that the Jubilee Field is cut as a matter of urgency due to the growth.

It was noted that four lights in the church have yet to be replaced. The CCT will be informed.

Queens Platinum Jubilee Celebrations – Meeting to be held on Monday 2nd May 2022 at North Holme, courtesy of Cllr Mrs Jackson at 6:30pm to discuss and plan the celebrations.

Item 0422/47 Reports from Outside Bodies

An entry into the North & South Somercotes Communication magazine will be submitted to inform residents of the planned celebrations for the Queens Platinum Jubilee in June, encouraging residents to decorate their front gardens. The South Somercotes Fete planned for 4th September 2022 and the next meeting date of the Parish Council. 

Item 0422/48 Next Meeting – Tuesday 3rd May 2022

The next monthly Parish Council Meeting will be held after the combined Annual General Meeting & Annual Parish Meeting on Tuesday 10th May 2022, commencing at 6:30pm with the Public Forum.

With there being no further business, the Chairman closed the meeting at 7:37pm.
