Item 0522/49 Chairman’s Welcome
The Chairman opened the meeting at 6.46pm and welcomed everyone to the monthly meeting.
Item 0522/50 Public Forum
No Members of the Public were in Attendance and no Matters Raised under this Item.
Item 0522/51 Apologies & Acceptance for Absence
Apologies were received & accepted from District Cllr Mr Paul Rickett.
Item 0522/52 Police Matters
No members of the Neighbourhood Policing Team were in attendance. An update had been received from PC Richard Precious to confirm that he was no longer the PC covering the area and his colleagues, PC Holly Loyd and PC Andrew Spencer would be covering the area. A newsletter had been received updating on Lincolnshire’s Office of Police and Crime Safer Together Team Newsletter – East Lindsey that high-lighted the Neighbourhood Policing Priority Setting Meetings, Lincolnshire Alert, Mutual Gain PB Event and Coastal Beat information. It was also reported on the recent theft of items for sale e.g plants/eggs outside of properties along the A1031. The offenders were apprehended.

District & County Cllr Mr McNally reported on: NHS Better Health Apps – Available to download.
Lincs Buses – Brochure/Timetable available online. Job Campaign – Pushing for more Carers to come into the profession. Artisan Market/ Collection at Lincoln- Glassware Ceramics. Huttoft Boatshed – Café Open. Wolds Outdoor Festival – Open now until June. Warms Home Grant – EFG Energy Band Rated, Heating Oil, certain criteria applies.
Item 0522/54 Declarations of Pecuniary Interest in accordance with LGA 2011
None.
Item 0522/55 To Resolve as Minutes the record of the meeting held on 1st March 2022
It was proposed by the Vice-Chair, Cllr Mrs Day, seconded by Cllr Mrs Benton and resolved that the Minutes of the meeting held on the 1st March 2022 were a true record. The Chairman duly signed & dated the Minutes.
Item 0522/56 Chairman’s Report
The Chairman had arranged for Greenwood Agricultural Services to cut the Jubilee Field twice at a cost of £30 per cut in order to get the length of the grass down as it was very overgrown.
Item 0522/57 Clerks Report
BT Kiosk – A new application had been made to Northern PowerGrid and currently awaiting further updates to when the power connection will be made.
Item 0522/58 Parish Councillor Reports
Cllr Mrs Jackson had received concerns of the hedge alongside the property known as The Old Anchor. The Chairman had visited on three occasions to speak to the own about trimming back the hedge from the public footpath but there was no answer. The Chairman would try again and if no response a letter would be sent kindly requesting the hedge be trimmed.
Item 0522/59 Financial Matters
The Chairman was reimbursed £60.00 for the grass-cutting already paid to Greenwood Agricultural Services for the two grass cuts made to the Jubilee Field.
HSBC Bank Accounts – Previously a Change of Address Form was completed to HSBC. No Minutes were submitted with the signed forms, and this is a requirement in order for the Accounts to be updated. A new mandate will be completed for both accounts held to be changed and a copy of these signed Minutes will be attached.
Item 0522/60 Planning Matters: To Consider Planning Application Received from ELDC
Ref: N/162/00790/22 Applicant: Miss A Dennis
Location: Church Farm, Louth Road, South Somercotes, LN11 7BW
Proposal: Erection of a dwelling on the site of a building which has been demolished (works commenced)
Mr Dennis attended the meeting to speak on behalf of the above planning application. Historic photos were circulated to Cllrs and Mr Dennis explained what works had been done, the problems encountered by ELDC and why this application had to be submitted for works to continue. Many features had been saved and the changes that were made were for safety reasons.
The Parish Council considered the application and proposals made and unanimously give their Full Support and a response to ELDC would be submitted as follows: It was disappointing to hear of the poor treatment received from ELDC Planning that the applicant has had to endure through this process. The initial conversion having been stopped unnecessarily by ELDC for changes made to ensure the safety of the build and ELDC requiring a new application to be made to bring a historic building back to its former glory. The proposals made by the applicant have been well thought out, sympathetic to the original building which once stood, bring back character to the village and appropriately tie in with the surrounding buildings especially St. Peter’s Church opposite to the site.
Item 0522/61 Highway/Lighting/Footpath Matters
The metal railings at Billingsgate/Cloddygate Junction have yet to be repaired. Signs were placed for repairs to be carried out but were removed a few days later. South Road edges are in a poor state of repair, these have been reported on FixMy Street to LCC Highways.
Cllr Mrs Day reported that the footpath on East Row had yet to be repaired and Cllr Mrs Benton reported that the footpath on Town Street near to Gander Patch is still in a poor condition.
The Road at Scupholme to Hedge Ends is programmed for works to be carried out and would see a 10 day closure. The date is yet to be confirmed.
Item 0522/62 Jubilee Field & St. Peters Church
Discussions took place on the grass-cutting for the Jubilee Field in order for it to be ready for the planned celebrations. Enquires would be made locally by Cllrs.
The Chairman had spoken and clarified with Mr S Bromfield that if the use of the Jubilee Field was to remain within the Parish. If the Parish no longer wanted to use the field, it would be returned to him, and the ownership of the Jubilee Field would remain under Mr Bromfield.
Queens Platinum Jubilee Celebrations – Plans for “The Big Lunch” had been arranged on Sunday 5th June 2022 commencing at 1pm onwards on the Jubilee Field. Including a BBQ, Raffle, Crafts, Cake Competition and Dog Show.
Item 0522/63 Reports from Outside Bodies
An entry into the North & South Somercotes Communication magazine will be submitted to inform residents of the planned celebrations for the Queens Platinum Jubilee in June with the details of what will be available, again encouraging residents to decorate their front gardens. The South Somercotes Fete planned for 4th September 2022 and the next meeting date of the Parish Council.
Item 0522/64 Next Meeting – Monday 6th June 2022
The Parish Council Resolved to move Parish Council monthly meetings to a Monday evening. The next monthly Parish Council Meeting will be held on Monday 6th June 2022, commencing at 6:30pm with the Public Forum.
With there being no further business, the Chairman closed the meeting at 7:20pm.
