Minutes of the Parish Council Meeting held on Tuesday 1st February 2022 at St. Peter’s Church, Louth Road, South Somercotes

Item 0222/01   Chairman’s Welcome 

The Chairman opened the meeting at 6.25pm and welcomed everyone to the monthly meeting. It was unfortunate that the meeting in January had to be cancelled due to COVID. 

Item 0222/02 Public Forum

No Member of the Public in Attendance and no Matters Raised under this Item.

Item 0222/03 Apologies & Acceptance for Absence

Apologies were received & accepted from District Cllr Mr Paul Rickett.

Item 0222/04 Police Matters   

No members of the Neighbourhood Policing Team were in attendance and no update had been received. No matters were raised.

Item 0222/05 District & County Councillor Updates

District & County Cllr Mr McNally reported that after consultation, there will be an 3% rise in Council Tax for LCC. This is mainly due to the increase in Adult Social Care. ELDC will also see a small increase. Highways – The Government has reduced funding by 25% equating to a shortfall of around £12m. This is being campaigned and the Parish is encouraged to raise concerns with the local MP. Other Counties have joined the campaign for fairer funding including Cheshire. Avian Flu – There have been no further cases for approx. 2wks. There were 15 cases in the ELDC area but a big outbreak throughout the country.

Item 0222/06 Declarations of Pecuniary Interest in accordance with LGA 2011

None.

Item 0222/07 To Resolve as Minutes the record of the meeting held on 7th December 2021

It was proposed by Cllr Mrs Benton, seconded by Cllr Mrs Poulter and resolved that the Minutes of the meeting held on the 7th December 2021 were a true record. The Chairman duly signed & dated the Minutes.

Item 0222/08 Chairman’s Report

The Clerk had reported issues with the noticeboard door not closing. The Chairman had a look and managed to shut the door. Seems that the weather had made the wood swell.

Item 0222/09 Clerks Report

BT Kiosk – The Clerk gave an update, awaiting date from Northern PowerGrid for connection which had been delayed due to COVID.

Item 0222/10 Parish Councillor Reports

Cllr Mrs Jackson enquired on the ownership of a tree located in the side of the dyke bank near to the boundary of the property known as North Holme. The tree has no TPO but is causing a concern that in windy conditions the tree is moving and concerned that if the tree falls it could land in the road. 

Cllr Mrs Jackson had been in touch with ELDC with negative results but had noticed that Cllr Mr McNally was connected to LMDB through the Council. Cllr Mr McNally advised to get in touch with Lindsey Marsh Drainage Board and they would be able to help.

Item 0222/11 Financial Matters 

Budget Preparation and Accounts were circulated. It was proposed that an increase be made of £300. It was unanimously Resolved that the Precept for 2022/23 be £4,200.

The Vice-Chair, Cllr Mrs Day then left the meeting at 6.54pm.

Item 0222/12 Planning Matters: ELDC Refusal of Planning Permission Received:

Ref: N/162/02355/21         Applicant: Mr C.A Copley
Planning Permission – Erection of 1no. Bungalow & Construction of a Vehicular Access
Location: Land Adjacent to Spring Cottage, Louth Road, South Somercotes, LN11 7BW

The Parish Council noted the Refusal notice received from ELDC.

Item 0222/13 Highway/Lighting/Footpath Matters

The Vice-Chair had enquired under Item 0222/05 whether there were any further updates on the repairs needed to the footpath reported on East Row. Cllr Mr McNally advised that he had received an email informing that the works will be completed by the end of year (April).

It was asked if there was any update on the repairs needed at the junction of Billingsgate and South Road. Unfortunately, there was no update.

Cllr Mrs Benton reported that on the corner of Town St/East Row there is erosion of the road which then leads onto a driveway. This will be looked into & reported to highways.

Item 0222/14 Jubilee Field & St. Peters Churchyard

The Christmas Get-Together event held at St. Peters Church. There was a good turnout and £170 was raised. Donations were made to the CCT, the Village Communication and the Air Ambulance.

Queens Platinum Jubilee Celebrations – It was agreed that a separate meeting will be held on Monday 14th March 2022 at North Holme, courtesy of Cllr Jackson at 6:30pm to discuss and plan the celebrations.

Somercotes Fete – A date was set as Sunday 4th September 2022 on the Jubilee Field 2pm onwards.   

Item 0222/15 Reports From Outside Bodies

No further matters were raised.

Item 0222/16 Next Meeting – Tuesday 1st March 2022

The next monthly Parish Council Meeting will be held on Tuesday 1st March 2022, commencing at 6:30pm.

With there being no further business, the Chairman closed the meeting at 7.21pm.
