Minutes of the Parish Council Meeting held on Monday 6th June 2022 at St. Peter’s Church, Louth Road, South Somercotes

Item 0622/65   Chairman’s Welcome 

The Chairman opened the meeting at 6.30pm and welcomed everyone to the monthly meeting. 

Item 0622/66 Public Forum

No Members of the Public were in Attendance and no Matters Raised under this Item.

Item 0622/67 Apologies & Acceptance for Absence

Apologies were received & accepted from Cllr Mrs Pauline Jackson & District Cllr Mr Paul Rickett.

Item 0622/68 Police Matters   

No members of the Neighbourhood Policing Team were in attendance, no update had been received and no matters were raised.

Item 0622/69 District & County Councillor Updates

District & County Cllr Mr McNally reported on: Scammers – A team of people are targeting residential properties pretending to be from the Highways Team and offering tarmac works. 

Trading Standards – The shop that in the Southern end of the County that were found to be selling illegal cigarettes have been closed down for 3mths. ELDC Jubilee Fund – Available with a max. funding grant of up to £1000 is available on a first come, first served basis towards Jubilee Celebrations. Closing date is the end of July.

Item 0622/71 To Resolve as Minutes the record of the meeting held on the 10th May 2022

It was proposed by the Vice-Chair, Cllr Mrs Day, seconded by Cllr Mrs Poulter and resolved that the Minutes of the meeting held on the 10th May 2022 were a true record. The Chairman duly signed & dated the Minutes.

Item 0622/72 To Check the content of the Minutes of the Annual Parish Meeting held on the 10th May 2022

It was agreed that the content of the Minutes produced from the Annual Parish Meeting were a true record. The Minutes will be approved at the next Annual Parish Meeting held in June 2023.

Item 0622/73 To Resolve as Minutes the record of the Annual General Meeting held on the 10th May 2022

It was proposed by the Vice-Chair, Cllr Mrs Day, seconded by Cllr Mrs Benton and Resolved that the Minutes of the Annual General Meeting held on the 10th May 2022 were a true record. The Chairman duly signed and dated the Minutes.

Item 0622/74 Chairman’s Report

The Chairman thanked everyone for their efforts with the Jubilee Fete, the weather was wet, but everything still went to plan, and it was an enjoyable afternoon.

Item 0622/75 Clerks Report

BT Kiosk – Awaiting update from Northern PowerGrid.

Item 0622/76 Parish Councillor Reports

The Vice-Chair handed in £11.40 which has been raised from the Book Stall at St. Peters Church.

Item 0622/80 Financial Matters 

HSBC Bank Accounts – A new application had to be made to change the contact details for the accounts as the previous application had expired when they had received the signed Minutes. This will be arranged.

The Vice-Chair confirmed that she would like to be an authorised signatory on the accounts once again. The relevant forms will be obtained.

Item 0622/81 Planning Matters

It was asked how the Planning Application for Miss Dennis at Church Farm was proceeding. County & District Cllr Mr McNally advised that the application will be going to Planning Committee to be decided.

Item 0622/82 Highway/Lighting/Footpath Matters

LCC Notification: Temporary Traffic Restrictions at Scupholme from 15.06.22 to 30.06.22 Louth Road (between Marsh Lane & Mill Lane) for Reconstruction of carriageway surface and sub-base. Diversions will be sign-posted. The Parish Council were pleased to hear that the road will be worked on due to the subsidence being very and along that stretch of road.

It was queries why works looked like they were going to commence on the bridges at Billingsgate and Cloddygate but then removed with no repairs carried out? County & District Cllr Mr McNally was unsure why this was.

County & District Cllr Mr McNally then left the meeting at 6:52pm.

Item 0622/83 Jubilee Field & St. Peters Church

The Churchyard grass needs urgent attention, extremely over-grown. Contractor enquires had not been successful. More contractors were suggested and will be contacted for quotes. 

The Jubilee Field has been cut a few times now and is back to a good condition. Thanks were given to Mr & Mrs Chatterton for their help along with others that had volunteered their time and effort in raking the grass off the field. Mr Chatterton has taken on the contract to cut the Jubilee Field and it was Resolved top pay £30.00 per cut. An invoice will be submitted at the end of every cutting season.

The date of the Somercotes Fete which was planned for the 4th September 2022 has been changed to Sunday 11th September 2022 to be held on the Jubilee Field. It was agreed that meetings for the Somercotes Fete would be best held after the Parish Council Meeting.

The Vice-Chair had looked into the possibility of getting some pole boxes made for the marquee as the cardboard has now seen better days. Unfortunately, this is not possible from the enquiry made.

Further enquires will be made. It was agreed that storm pegs for the marquee are needed (16) and will be purchased.

Ideas for an application to be submitted for the available ELDC Jubilee Fund were discussed. It was agreed to look into & apply for funding for some Pop-Up Gazebo’s x 2.

Queens Platinum Jubilee Celebrations – A total amount raised; minus expenses came to £315.00. There were 20 sausages, 6 Burgers & 4/5 packets of Hot Dog Rolls left over which have been frozen to be used at the Somercotes Fete. 

Item 0622/84 Reports from Outside Bodies

An entry into the North & South Somercotes Communication magazine will be submitted: Even though the weather was not great, there was a respectable number of people that attended and enjoyed themselves for the afternoon. Thank you to everyone that came and supported to celebrate the Queens Platinum Jubilee. 

Special Thanks are given to everyone that helped to organise, set-up on the Saturday evening and helped throughout the day to include Barbara for organising and judging of the Fun Dog Show, 

John for bring his Sheep and Dogs, Gerry & Jan Baldwin for the Cake Off Competition, Dave, Tracey & Jade Poulter, Andy & Denise Day, Rowena Benton, Keith & Pauline Jackson, Alex, Davinia and Julie. Many Thanks to Robert & Racheal Chatterton for the grass-cutting of the Jubilee Field and to Simon Sharp for the grass-cutting in front of the Jubilee Field. The event could not have gone ahead without you, and it is greatly appreciated.

We would like to give Thanks to those that donated Raffle Prizes to include: Many Residents of the Parish, Holmes Farm for a splendid Meat Hamper and for supplying the Burgers/Sausages for the BBQ, the Axe & Cleaver for their kind donation of a Voucher for 2 x Roast Dinners, the Co-Operative for helping supply Burger Buns along with Chocolates and Martin McColl’s for Chocolates too. 

Item 0622/85 Next Meeting – Monday 4th July 2022

The Parish Council Resolved to move Parish Council monthly meetings to a Monday evening. The next monthly Parish Council Meeting will be held on Monday 4th July 2022, commencing at 6:30pm with the Public Forum. 

With there being no further business, the Chairman closed the meeting at 7:24pm.
