Minutes of the Parish Council Meeting held on Tuesday 6th August 2019 at St. Peter’s Church, South Somercotes

Public Forum
Mrs Bowler raised concerns with a dog within the village and explained a recent incident which resulted in another dog receiving veterinary treatment. The matter was dealt with between the parties involved however, the dog has been loose on occasions and has shown aggression whilst out towards other dog walkers. There are a number of residents that are concerned for safety, especially for children in the village, that there is no control over the dog and the advice given to the owners of placing a muzzle on the dog, whilst out in public, has not been listened too or put into place. The Parish Council advised that any incidents should be reported to the Police using the 101 service. The ELDC Dog Warden will be contacted to inform of the concerns and seek advice on what action can be taken along with the Local Neighbourhood Policing Team.
6.51pm With no further matters raised, the Chairman thanked Mrs Bowler for attending, gave assurance that the matter will be actioned and the Public Forum was closed. Mrs Bowler then left the meeting.
Item 0819/94 Chairman’s Welcome
The Chairman opened the meeting at 6.52pm and welcomed everyone to the Parish Council meeting.
Item 0819/95 Apologies & Acceptance for Absence
Apologies had been received from District & County Cllr Mr Daniel McNally.
Item 0819/96 Police Matters
No representatives from the Local Neighbourhood Policing Team were in attendance. A broken window had been reported to Cllr Mrs Duma. The Clerk contacted the CCT representative, Mr Peter Clegg and photographs of the damage as requested was sent along with copying PC Richard Precious in the communication. Mr Clegg advised that he reported the incident to the Police and the Asset Management Team would attend site to carry out the necessary repairs.

Item 0819/98 Declarations of Pecuniary Interest in accordance with LGA 2011

Item 0819/99 To Resolve as Minutes the record of the meeting held on 2nd July 2019
It was proposed by Cllr Mrs Poulter, seconded by Cllr Mrs Duma and resolved that the Minutes of the meeting held on the 2nd July 2019 were a true record. The Chairman duly signed and dated the Minutes.
Item 0819/100 Chairman’s Report
The Chairman reported that the furniture for the Jubilee Field has been moved. Keys had to be obtained from LMDB due to locks being placed on access gates. Three keys have been given to the Parish Council. Key holders are: The Chairman, Cllr Mrs C Duma/ Cllr Mr I Duma and the Clerk.
Item 0819/101 Clerks Report
The Clerk passed on the correspondence collated from the last meeting to be circulated to Cllrs.
Item 0819/102 Parish Councillor Reports
Cllr Mrs Benton reported that LMDB had been to cut the dykes at the front of the Jubilee Field. However, only one side of the dyke has been done. It was unknown if this was normal practice to leave an amount for wildlife. LMDB will be asked and if possible for the other side of the dyke to be cut to tidy the front of the field. It was noted that the overgrowth on the fencing needs to be cleared.
Cllr Mr Duma reported that the light in the BT phone box is now working. After removing the cover, the bulbs had blown. Two mini fluorescent tubes were replaced with help from Richard and some wiring it was all fixed. The cost of the materials was £12.00 and a receipt will be provided to reimburse. The inside of the phone box needs re-painting and Richard is happy to assist.
Cllr Mrs Duma handed in £6.70 collected from the Bookstall and reported on bus shelter correspondence received directly.
Cllr Mrs Poulter reported from the Youth Council. District & County Cllr Mr McNally had suggested that a Litter Pick be carried out before the fete. Areas of the village that are littered are Billingsgate and Louth Road. Cllr Mr McNally was also arranging a visit to the Recycling Centre and a Demo. Cllr Mr Duma showed an interest in the Recycling Centre trip. A reminder will be sent to Cllr Mr McNally.
Item 0819/103 Financial Matters
August Expenditure: The Tree Guy - Grass Cutting Services to the Jubilee Field & Churchyard £760.00. D.Poulter – Re-Imbursement of Fuel for Grass-Cutting £20.00. Lincs Loos – Toilet for Fete £48.00.

None.
Item 0819/105 Highway/Lighting/Footpath Matters
The pothole near to the Pumping station has not yet been repaired.
Item 0819/106 Jubilee Field & St. Peters Churchyard
The grass-cutting for the Church will continue once a fortnight. The Jubilee Field will be cut once a week if possible/weather permitting and the discount given to be applied where possible explained.
Item 0819/107 Reports From Outside Bodies
The next fete meeting will be held on 31st July 2019, 7:15pm at Northolme, Louth Rd, South Somercotes.
Item 0819/108 Next Meeting – 3rd September 2019
It was Resolved that the next monthly Parish Council Meeting will be held on Tuesday 3rd September 2019 commencing at 6:30pm at St. Peter’s Church, South Somercotes.
With there being no further business, the Chairman closed the meeting at 7.22pm.
