Minutes of the Parish Council Meeting held on Tuesday 4th June 2019 at St. Peter’s Church, South Somercotes

No members of the public were in attendance and no matters were raised.

Item 0619/61   Chairman’s Welcome 

The Chairman opened the meeting at 6.30pm and welcomed everyone to the Parish Council meeting.

Item 0619/62 Apologies & Acceptance for Absence

Apologies had been received from District Cllr Mr Paul Rickett.

Item 0619/63 Police Matters

No representatives from the Local Neighbourhood Policing Team were in attendance and no feedback had been received. No matters were raised.

Item 0619/64 District & County Councillor Updates

In the absence of District and County Councillors, no report was made.

Item 0619/65 Declarations of Pecuniary Interest in accordance with LGA 2011

None.

Item 0619/66 To Resolve as Minutes the record of the meeting held on 7th May 2019

Cllr Mrs Duma advised that under Item 0519/54 a new Welcome Card had also been delivered to the new owners of The Rectory. It was then proposed by Cllr Mrs Benton, seconded by Cllr Mrs Poulter and resolved that the Minutes of the meeting held on the 7th May 2019 were a true record. The Chairman duly signed and dated the Minutes.

Item 0619/67 To Resolve as Minutes the record of the Annual General Meeting held on the 7th May 2019

It was proposed by Cllr Mrs Duma, seconded by Cllr Mr Duma and resolved that the Minutes of the meeting held on the 7th May 2019 were a true record. The Chairman duly signed and dated the Minutes.

Item 0619/68 To Consider the notes taken at the Annual Parish Meeting held on 7th May 2019

The notes taken from the Annual Parish Meeting held on the 7th May 2019 were checked and considered. It was unanimously agreed that the content was accurate. The Minutes will be approved at the next Annual Parish Meeting to be held in May 2020.

Item 0619/69 Appointment of Vice-Chairman Position 

The Chairman and Cllr Mr Duma reported that they had spoken with Mr Keith May. Mr May is happy to help where possible but has decided not to return to the Parish Council as a Parish Councillor.

No nominations were put forward and no offer to take on the position of Vice-Chairman was made. It was Resolved that the position will remain vacant at present.

Item 0619/70 Chairman’s Report

The Chairman had no specific matters to raise under this item.

Item 0619/71 Clerks Report

The Clerk passed on the correspondence collated from the last meeting to be circulated to Cllrs. BT were being chased on the removal of the telephony equipment in the kiosk. 

The Clerk had received concerns from a resident relating to spraying works that have been carried out along the bank of the drain located behind the properties of Town Street. Photographs had been supplied of the works that the landowner has been carrying out. The LMDB had been informed and have advised the resident to contact the Parish Council. The resident had commented that the issue had previously been raised with the Parish Council but no action had been taken. The Parish Council cannot recall this matter being raised before now but would check previous Minutes and clarify when responding to the concerns raised. 

The Clerk has notified the Environment Agency of the concerns raised and is currently awaiting a response.

The Parish Council were shocked by the photographs supplied of the results to the bank after the spraying works have been carried out and will also make a site visit.

Item 0619/72 Parish Councillor Reports

Cllr Mrs Poulter had received a leaflet through her door referring to free woodland trees that are available. The option of applying for some free trees was briefly discussed and the leaflet will be placed in the correspondence file for circulation.

Item 0619/73 Financial Matters

June Expenditure: None. The Tree Guy had been chased for grass-cutting invoice for works completed. No invoices have yet been received.

Item 0619/74 Planning Matters

Correspondence from ELDC has been received asking for a formal response from the Parish Council to confirm whether or not  the Parish Council still wanted to be consulted on planning applications and if an email of the application would be acceptable. The Parish Council Resolved that they want to continue to be consulted on any applications relating to the parishes or near the boundaries of the parishes along with receiving any applications in a paper format.

Item 0619/75 Highway/Lighting/Footpath Matters

The pothole on East Row near to the pumping station has not yet been repaired.

Item 0619/76 Jubilee Field & St. Peters Churchyard

The grass-cutting of the Jubilee Field was discussed and the options available. Looking further into keeping the grass-cutting within the community and purchasing the appropriate equipment at present is not viable. The Tree Guy has advised the Parish Council that the cost of the Churchyard would need to increase to cover the loss of the Jubilee Field as the Churchyard was discounted and to keep in-line with ever increasing running costs. 

It was Resolved that the Jubilee Field will be cut using The Tree Guy services and at present to be cut if possible once a week as grass growth is fast at present and to carry out a cut of the Churchyard once a fortnight. The Clerk will liaise accordingly and try to obtain a discount if possible.

Cllr Mrs Duma has erected a new No Dogs sign to replace the one that went missing to the Jubilee Field along with a reserve copy for future use if required.

Item 0619/77 Reports From Outside Bodies

None.

Item 0619/78 Next Meeting – 2nd July 2019

It was Resolved that the next monthly Parish Council Meeting will be held on Tuesday 2nd July 2019 commencing at 6:30pm at St. Peter’s Church, South Somercotes. 

With there being no further business, the Chairman closed the meeting at 7.09pm.
