Minutes of the Parish Council Meeting held on Tuesday 5th November 2019 at St. Peter’s Church, South Somercotes

No members of the Public were in attendance and no matters raised.
Item 1119/139 Chairman’s Welcome
The Chairman opened the meeting at 6.26pm and welcomed everyone to the Parish Council meeting.
Item 1119/140 Apologies & Acceptance for Absence
District Cllr Mr Paul Rickett gave apologies on behalf of District & County Cllr Mr Daniel McNally who was attending another local Parish Council meeting.
Item 1119/141 Police Matters
No representatives from the Local Neighbourhood Policing Team were in attendance. PC Richard Precious had given his apologies and advised that he would send through an update which was yet to be received.
Item 1119/142 District & County Councillor Updates
District Cllr Mr Rickett apologised for not attending previous meetings but has been in contact with the Clerk and available to assist with any matters at any time.
District Cllr Mr Rickett reported on the Open Forum meeting with the Lincolnshire Police & Crime Commissioner Marc Jones held at Marshchapel. Feedback from Cllrs that attended was appreciated. Cllr Mrs Duma was not impressed with the remarks made to motorbike users and put in a complaint.
ELDC have purchase land in Horncastle with a view of relocating their premises currently at Manby.
Cllr Mrs Poulter asked on the contributions made by Self-Employed people towards street lighting. It has come to light that a contribution is taken for streetlights through tax paid. Cllr Mr Rickett was not aware.
District Cllr Mr Rickett then left the meeting at 7.20pm.
Item 1119/143 Declarations of Pecuniary Interest in accordance with LGA 2011
None.
Item 1119/144 To Resolve as Minutes the record of the meeting held on 1st October 2019
It was proposed by Cllr Mrs Benton, seconded by Cllr Mrs Duma and resolved that the Minutes of the meeting held on the 1st October 2019 were a true record. The Chairman duly signed and dated the Minutes.
Item 1119/145 Chairman’s Report
The Chairman had no specific matters to report under this item.
Item 1119/146 Clerks Report
The Clerk passed on the October correspondence collated from the last meeting.
Item 1119/147 Parish Councillor Reports
Cllr Mrs Poulter reported that the Youth Council are making a Christmas Tree from the recycled bottles collected to be displayed in the Church. It has been noted that there is an increasing amount of dog waste not being picked up along the footpaths in the Parish. The ELDC Dog Warden will be notified and a note placed in the Communication.
It was agreed that the Christmas Get-Together Event this year will be held on Sunday 8th December, 2pm onwards in St. Peters Church.
Item 1119/148 Financial Matters
November Expenditure: Royal British Legion Poppy Appeal Remembrance Poppy Wreath - £12.00
It was proposed by Cllr Mrs Poulter, seconded by Cllr Mrs Benton and resolved to pay the expenditure as detailed above. A cheque was raised and passed to Cllr Mrs Benton to place in the donation box.
Item 1119/149 Planning Matters
None.
Item 1119/150 Highway/Lighting/Footpath Matters
It was noted that the condition of the road through Scupholme is in a poor state up to Lawson Ponds. Numerous reports have been made to Highways and it was asked that the Parish Council reiterate to Highways that repairs desperately need to be carried out.
Item 1119/151 Jubilee Field & St. Peters Churchyard
It was agreed that the grass-cutting services are to remain as is now with the extra cut for the memorial before Remembrance Sunday.
Item 1119/152 Reports From Outside Bodies
Remembrance Sunday small gathering on Sunday 10th November 2019 at 11am, St. Peters Church with refreshments served afterwards.
An entry for the North & South Somercotes Communication November edition would be submitted to advise of the Remembrance Sunday Service and future Parish Council meeting dates for December 2019 & January 2020.
Cllr Mrs Poulter showed the Photo Book from the collection of photographs taken at the Fete that will be available for all to view.
Item 1119/153 Next Meeting – Tuesday 3rd December 2019
It was Resolved that the next monthly Parish Council Meeting will be held on Tuesday 3rd December 2019 with the following meeting scheduled for 7th January 2020, both commencing at 6:30pm at St. Peter’s Church, South Somercotes.
With there being no further business, the Chairman closed the meeting at 7.55pm.
