Minutes of the Parish Council Meeting held on Tuesday 2nd July 2019 at St. Peter’s Church, South Somercotes

Public Forum

No members of the public were in attendance and no matters were raised.

Item 0719/79   Chairman’s Welcome 

The Chairman opened the meeting at 6.39pm and welcomed everyone to the Parish Council meeting.

Item 0719/80 Apologies & Acceptance for Absence

Apologies had been received from District Cllr Mr Paul Rickett. It was mentioned that it was disappointing not to have met District Cllr Mr Rickett since being elected.

Item 0719/81 Police Matters

No representatives from the Local Neighbourhood Policing Team were in attendance, an automatic reply message had been received to advise that PC Richard Precious was not on shift. No matters were raised.

Item 0719/82 District & County Councillor Updates

District & County Cllr Mr McNally Reported:

•   ELDC Peer Review – Is being conducted by another Council reviewing ELDC including Cllrs and a report will be received with their findings in three to four weeks’ time.
•   Flooding at Wainfleet – The area saw two months’ worth of rainfall in 24hrs. All Councils and outside bodies have been working together and LCC have a duty to investigate, an independent body will be appointed. 
•   Community Led Housing – £2.4m has been allocated. To be run by a local authority or housing association. If there is land available for development or a need in the area for first time buyers then to get in touch. It was noted that there was a rental need at present in the village.
•   SO Festival – 3-day event, 30th August Sherwood Fields 12-5pm. More into on sofestival.org

Item 0719/83 Declarations of Pecuniary Interest in accordance with LGA 2011

None.

Item 0719/84 To Resolve as Minutes the record of the meeting held on 4th June 2019

It was proposed by Cllr Mrs Duma, seconded by Cllr Mr Duma and resolved that the Minutes of the meeting held on the 4th June 2019 were a true record. The Chairman duly signed and dated the Minutes.

Item 0719/85 Chairman’s Report

The Chairman had no specific matters to raise under this item.

Item 0719/86 Clerks Report

The Clerk passed on the correspondence collated from the last meeting to be circulated to Cllrs.

An update to the concerns raised relating to the maintenance works carried out on the drain located behind Town Street was given. Advice from the Environment Agency had been received and no further action from the Environment Agency or LMDB can be taken at this time. The Parish Council would update the concerned resident accordingly and contact the landowners to try and obtain further information.

Item 0719/87 Parish Councillor Reports

Cllr Mrs Poulter reported from the last Youth Council meeting held on the 4th June 2019. A copy of the draft Minutes produced from the meeting were placed in the correspondence file for circulation. The Youth Council are looking at an Eco Art Project and would like to display in the Church. The CCT will be contacted for permission. To possibly use the BT Telephone Kiosk for art work, local adverts and a Defibrillator were ideas that were raised and discussed by the Youth Council. There will be no Youth Council meeting held in August.

Item 0719/88 Financial Matters

July Expenditure: None. The Tree Guy had been chased for grass-cutting invoice for works completed. No invoices have yet been received.

Item 0719/89 Planning Matters

None.

Item 0719/90 Highway/Lighting/Footpath Matters

It was noted that the footpath located near to the Rectory to the Church has dropped on the list of Definitive Map Modification Order applications that LCC are investing. The file is now number 72 and was previously number 64 at the beginning of the year. 

Item 0719/91 Jubilee Field & St. Peters Churchyard

A discount has been given on the cutting of the Jubilee Field if cut along with the Churchyard. This was agreed due to the issues with cutting of the field on a voluntary basis and purchasing equipment. It was resolved to get the field cut once a week at present and the Churchyard on a fortnightly basis. This will be reviewed at the next meeting. It was asked if the grass could be collected once every three cuts to ensure that there are no cuttings left on the field. There are some patches of cut grass that have been left on the field that is affecting the grass underneath. Cllr Mr Duma will move some patches.

The paperwork required to transfer the Jubilee Field over to the Parish Council for the community will be packaged and sent to be completed and returned.

Cllr Mrs Duma had replaced the No Dogs signs.

Thanks, and appreciation was given to the Sharp Family for the grass-cutting works on the frontage of the Jubilee Field and a letter will be sent. 

The furniture removed from the field for the renovation works will be moved back onto the field shortly.   

Item 0719/92 Reports From Outside Bodies

None.

Item 0719/93 Next Meeting – 6th August 2019

It was Resolved that the next monthly Parish Council Meeting will be held on Tuesday 6th August 2019 commencing at 6:30pm at St. Peter’s Church, South Somercotes. 

With there being no further business, the Chairman closed the meeting at 7.16pm.
