Minutes of the Parish Council On-Line Meeting held on Tuesday 4th August 2020

Item 0820/46   Chairman’s Welcome 

The Chairman opened the meeting at 6.35pm and welcomed everyone to the first Parish Council on-line meeting. There were no members of the public accessing the meeting on-line.

Item 0820/47 Apologies & Acceptance for Absence

District Cllr Mr Paul Rickett.

Item 0820/48 Police Matters   

No members of the Local Neighbourhood Policing Team were in attendance and no update or report has been received. No matters were raised.

Item 0820/49 District & County Councillor Updates

District & County Cllr Mr McNally Reported:

Skegness Industrial Estate – Expanding next month. Louth in process of obtaining planning permission to extend the site.

ELDC Possible Move to Horncastle – To be considered this week.

Pavement Café’s – The Government has delegated pavement café’s to District Councils to enable a faster process.

Devolution – LCC & District Councils are in talks with the Government regarding the abolishment of ELDC and LCC along with other District Councils and having one new unitary authority. This would mean one point of contact to deal with matters.

Items raised for Cllr Mr McNally:

Highways - The Chairman questioned the percentage of funding is allocated from Highways to the area. Cllr Mr McNally confirmed that on top of the works programme, funding is shared equally. The recent re-surfacing works at Tetney were an estimated £700k.

The issue of subsidence through Scupholme was raised, bumpy road signs have been placed for a long time. The meeting held last year indicated concern for subsidence and advice at the time was that there was additional funding allocated from Government to Highways to deal with drought damaged roads. Cllr Mr McNally advised that there is a list of on-going issues and he was currently waiting an answer if some defects are going to be repaired and if so when this will happen.

Drainage Repairs – The Clerk enquired about the £2m within the LCC budget towards extra drainage repairs & flood response equipment for Lincs Fire & Rescue. Previous complaints received relating to drainage issues along Town Street in wet weather was high-lighted. Previously, the issue had been investigated but no action taken. Cllr Mr McNally was unsure of the details attached to the allocated funding but would investigate the issue along Town Street.

Public Footpath Nr. to The Rectory to St. Peters Church – The Clerk enquired on the status of the footpath that is being dealt with by the DMMO Team. Cllr Mr McNally advised that at present it was number 71 on the list for offices to progress with.

Healthwatch Lincolnshire – It was asked if the Charity that provides the Health Watch Lincs Contract was supported by LCC? Cllr Mr McNally was not sure. There was a Coronavirus Publication on their web news dated 31.01.2020. 

Item 0820/50 Declarations of Pecuniary Interest in accordance with LGA 2011

None.

Item 0820/51 To Resolve as Minutes the record of the meeting held on 3rd March 2020

It was proposed by Cllr Mrs Benton, seconded by Cllr Mr Duma, and resolved that the Minutes of the meeting held on the 3rd March 2020 were a true record. The Chairman will sign the Minutes as a true record when appropriate to do so.

Item 0820/52 Chairman’s Report

The Chairman advised that he had been informed of loud music on East Row. The Clerk reported that a complaint relating to loud music from a property on East Row had just been received from a resident late this afternoon and was read to the Parish Council. There were also reports that the music had been enjoyed by some residents too. Unfortunately, the Parish Council are unable to get involved in noise complaints and the matter would need to be raised with ELDC and investigations made.  

Item 0820/53 Clerks Report

The Clerk will chase BT on the progress of the Kiosk.

The Clerk gave thanks to Richard for the excellent repairs and maintenance works carried out on the Parish Council Noticeboard.

Item 0820/54 Parish Councillor Reports

It was disappointing to have received a resignation from Cllr Mrs Tracey Poulter from the Parish Council. Cllr Mrs Poulter contributed greatly to the Parish and will be missed. The South Somercotes Youth Council has also dismembered due to the amount of support received and the loss of Cllr Mrs Poulter who created and led the group tremendously well. A big thank you to Cllr Mrs Poulter for all her efforts and hard work.

Item 0820/55 Financial Matters

August 2020 Expenditure: The Tree Guy for Grass-Cutting Services for the Churchyard and Jubilee Field: £595, ELDC Election Costs 2019 £48.50.

It was proposed by Cllr Mrs Duma, seconded by Cllr Mrs Benton, and Resolved to pay the above invoices as detailed.

Item 0820/56 Planning Matters

None.

Item 0820/57 Highway/Lighting/Footpath Matters

Speeding at Scupholme – There has been complaints made directly to Highways from a resident relating to the blind bend near to the ponds at Scupholme. It appears to be an issue that has increased over time with road users speeding around the blind bend causing an increased risk to the entrance of the resident’s property. Incidents of extremely near misses and vehicles coming off the road has occurred. The road has a national speed limit, there are bend warning signs erected along with SLOW marked on the road. 

Louth Road – a chevron sign indicating the bend located near to Fen Lane is missing, due to a vehicle coming off the road.

Fly-Tipping – There was a report of a large amount of mixed garden and waste fly-tipped in the layby opposite Manor Farm on Louth Road.

Item 0820/58 Jubilee Field & St. Peters Churchyard

The grass-cutting of the field and the churchyard is to continue as is at present. The Fete was cancelled for this year due to COVID-19.
 
Item 0820/59 Reports From Outside Bodies

An entry was made prior to the meeting (July) for the double edition of the Communication (August & September) to advise of Parish Council meeting dates. The website has also been updated accordingly. 

Item 0820/60 Next Meeting –  Tuesday 8th September 2020

The next monthly Parish Council Meeting will be held on-line on Tuesday 8th August 2020, commencing at 6:30pm.  

With there being no further business, the Chairman closed the meeting at 7.29pm.
