Minutes of the Parish Council Meeting held on Tuesday 4th February 2020 at St. Peter’s Church, South Somercotes

Public Forum

No members of the Public were in attendance and no matters raised.

Item 0220/16   Chairman’s Welcome 

The Chairman opened the meeting at 6.32pm and welcomed everyone to the Parish Council meeting.

Item 0220/17 Apologies & Acceptance for Absence

None.

Item 0220/18 Police Matters   

No members of the Local Neighbourhood Policing Team were in attendance and no update or report has been received. It was concerning to hear of recent theft incidents within the village. Further enquiries would be made to PC Richard Precious for an update on reported incidents.

Item 0220/19 District & County Councillor Updates

District & County Cllr Mr McNally Reported:

One You Lincolnshire – Service which helps to support healthier lifestyle changes. 

LCC Budget 2020/2021 – An additional £4m has been allocated to Highways.

Public Heath England – Statistics available (Average Age, Death, Health & Lifestyle) along with details and information available for the Local Health Protection Team. 

New Carers First Lincolnshire Monthly Drop-In – On the last Wednesday of every month (11-3pm) there is a drop-in session available for anyone who would like to talk to someone about their caring role. Held at St. Barnabas, Louth.

A Century of Valour Exhibition – Being held until the 15th March at the Collection Museum in Lincoln. 

LCC Website – Improvements have been made to the accessibility of the website and the layout. Changes are also being made the Parish Council Websites and training is mandatory for LCC to continue to be able to be provide the website.

Recycling Centre – An open day is being held on the 20th June. Details have been sent to Cllr Mrs Poulter for the Youth Council. Cllr mr Duma would also like to attend.

Questions were asked on the possible ELDC move of premises and the costs involved. Cllr Mr McNally explained the funds could be collated from various funding sources. The current premises sits within 14 acres and is a Listed Building.

District & County Cllr Mr McNally then left the meeting at 6.54pm.

District Cllr Mr Rickett Reported:

ELDC Council Tax: An increase of 3.94% is expected for 2020/2021. This equates to an approx. increase cost to a Band D value property of £4.95 per year or 9.5p per week.

Communication to provide further clarification  on the provision of a defibrillator had been made with the Chairman and Cllr Mrs Poulter. A request has been put forward to the Louth Lions upon advice that funding assistance may be possible.

District Cllr Mr Rickett then left the meeting at 7.11pm.

Item 0220/20 Declarations of Pecuniary Interest in accordance with LGA 2011

None.

Item 0220/21 To Resolve as Minutes the record of the meeting held on 7th February 2020

It was proposed by Cllr Mrs Poulter, seconded by Cllr Mrs Benton and resolved that the Minutes of the meeting held on the 7th February 2020 were a true record. The Chairman duly signed and dated the Minutes.

Item 0220/22 Chairman’s Report

The Chairman had purchased and provided the storage boxes as requested. The latch on the door of the Church is catching and needs the fitting on the wall set to the correct angle. This will be reported to the CCT Church Warden.

Item 0220/23 Clerks Report

The Clerk reported receipt of the BT Kiosk adoption paperwork which was duly signed by the Chairman and will be returned to BT. In the CCT December Bulletin, there was an article on the Christmas Tree Recycling Project that the Youth Council designed and created at St. Peters Church. 

Item 0220/24 Parish Councillor Reports

Cllr Mrs Poulter updated the Parish Council on the Youth Council. A meeting will be shortly held.

Item 0220/25 Financial Matters

February 2020 Expenditure: D.Poulter – Provision of Storage Boxes £16.00. 

Item 0220/26 Planning Matters

None.

Item 0220/27 Highway/Lighting/Footpath Matters

The numbers of the two streetlights that are out on Louth Road are 16 & 17. These have been reported to ELDC and are awaiting to be looked at.

Item 0220/28 Jubilee Field & St. Peters Churchyard

No specific matters raised.

Item 0220/29 Reports From Outside Bodies

None. 

Item 0220/30 Next Meeting –  Tuesday 4th February 2020

The next monthly Parish Council Meeting will be held on Tuesday 3rd March 2020, commencing at 6:30pm at St. Peter’s Church, South Somercotes. 

With there being no further business, the Chairman closed the meeting at 7.35pm.
